For a person with a first-time theft offense (retail fraud, misdemeanor larcenies, and misdemeanor embezzlements).  Our aim is to help deter an individual from becoming a professional shoplifter.  A non-threatening format to provide information, review Michigan criminal and civil laws regarding shoplifting, encourage self assessment, stimulate thought and provide the impetus for change on the part of the individual.  High recidivism candidates would be outside the scope of this program.
